A Guide to the GSA Schedule for State & Local Governments

Did you know that state and local governments can utilize the GSA Schedule under certain circumstances? Here’s a quick guide to things you may want to know about the GSA Schedule.

What is the GSA Schedule?

The U.S. General Services Administration (GSA) Schedule is a long-term governmentwide contract with companies that provide commercial products and services at reduced prices to the U.S. government. The GSA Schedule includes access to more than 11 million commercial supplies and services and makes the purchasing process easier and more efficient for government agencies.

Who Can Use the GSA Schedule?

Usually, the GSA Schedule, also known as the Federal Supply Schedule and Multiple Award Schedule (MAS), can only be used by federal government agencies. However, state, local, tribal, and territorial governments can utilize the GSA Schedule when a federal Public Health Emergency (PHE) is declared. Under the GSA PHE program, these non-federal entities can make purchases through Schedules when spending federal grant funds in direct response to a PHE such as the COVID-19 pandemic.

What are the Benefits?

The GSA Schedule streamlines the government purchasing process and comes with many advantages, including:

  • Faster acquisition speed: this is especially important during Public Health Emergencies
  • Pre-negotiated prices: help government agencies achieve the best value
  • Pre-qualified vendors: Commercial companies have to go through a formal proposal process to receive a GSA Schedule Contract award. This ensures that products and services on the Schedule are of good quality and come from reputable providers.
  • Access to new technologies and innovative solutions

How to Purchase Using the GSA Schedule

During the extent of the COVID-19 Public Health Emergency, state and local government entities can self-determine eligibility. A written confirmation of this eligibility must be submitted to GSA.

Before placing an order, it is important to determine whether there is any required language you may need to use when purchasing through the GSA PHE program.

What is Cooperative Purchasing?

A cooperative purchasing program combines multiple buyers’ requirements on a single contract to aggregate volume and raise the purchasing power of each participating entity. A lead agency typically conducts the solicitation, allowing other agencies to “piggyback” on the resulting contract. Through cooperatives, entities can negotiate lower prices and reduce time spent on procurement processes and establishing contracts.

Who can use cooperative purchasing?

Cooperative Purchasing can be advantageous for nonprofit organizations, local governments, fire and EMS departments, police departments, and sheriffs’ offices.

What are the benefits of cooperative purchasing?

Cooperative purchasing contracts can save buyers time and money. By the time a buyer is presented with the contract, a competitive bid process has already been completed in accordance with state-specific requirements, and there is no need to write or advertise the bid solicitation, receive and evaluate proposals, or negotiate the reward. The contracts also offer scale and negotiation leverage that helps buyers attain better and more affordable pricing. The transparency of these contracts ensures that the purchasing process is competitive and enhances buyers’ confidence that they are getting a fair deal.

All Traffic Solutions puts in extra effort to secure contracts that make the purchasing process easier and more affordable. Most recently, ATS joined the Virginia Sheriffs’ Association’s Heavy Equipment Procurement Program, a Virginia-based program that also allows some entities from other states to make purchases.
